The Gothic Novel 1790-1830: Plot Summaries and Index to Motifs, by Ann B. Tracy

A research guide for specialists in the Gothic novel, the Romantic movement, the eighteenth- and nineteenth-century novel, and popular culture, this work contains summaries of more than two hundred novels, reputed to be Gothic, published in English between 1790 and 1830. Also included are indexes of titles and characters and an extensive index of characteristic objects, motifs, and themes that recur in the novels―such as corpses, bloody and otherwise, dungeons, secret passageways, filicide, fratricide, infanticide, matricide, patricide, and suicide.

The novels described, including those by such writers as Charlotte Dacre, Louisa Sidney Stanhope, Regina Maria Roche, Charles Maturin, and Mary Shelley, are for the most part out of print and circulation and are unavailable except in rare book rooms. Thus this book provides the researcher with ready access to information that would otherwise be difficult to obtain.

Ancient Gore

Of course I think it's brilliant--I wrote it! Delighted to see it in print again. Readers, please note index to motifs, which is perhaps funnier than you'd think. Other than that, I hope it's a useful tool. It was designed to save everyone else the trouble I took to find out what was beyond the titles.

Crusaders Against Opium: Protestant Missionaries in China, 1874-1917, by Kathleen L. Lodwick

Opium addiction in China during the closing decades of the Ch'ing dynasty afflicted all segments of society. From government officials to farmers, the population fell prey to the effects of the drug. Some provinces reported addiction rates as high as eighty percent.

With the birth of Chinese nationalism, reformers―missionaries who had witnessed the effects of opium on Chinese society, students who had studied abroad and returned to their native land with broader perspectives, families who had lost all through the addiction of a loved one, doctors who had firsthand knowledge that opium use led only to death―cried out against the drug.

Even though many were convinced that opium use had sapped the strength of China, ending the use of the drug was a complicated problem. Opium trade financed the colonial government of India, and imports amounted to many tons annually. Domestic poppies were also cultivated as source of income.

Kathleen Lodwick examines the intersecting efforts of Protestant missionaries, particularly medical doctors, who had long denounced opium use, the British Royal Commission on Opium, which was decidedly pro-opium, the U.S. Philippine Commission, which denounced not only the trade but the Chinese people, and the British officials who finally undertook the task of ending the importation of opium to China.

China kept few records on the amount of drug use or its effects. Missionary medical doctors conducted the first scientific survey on the effects of the drug, and their findings provided clear evidence of its perniciousness. Such evidence could not be ignored, whatever the fortunes involved, and missionaries conducted a campaign of education and awareness in China and abroad. As a result of their efforts, China and Britain entered into a treaty that called for all opium trade to cease by 1917, and both governments as well as the missionaries become immediately active toward that end. The suppression campaign was among the most successful of the late Ch'ing reforms.

Lodwick tells a fascinating story of imperial exploitation and of a strain of honest crusaders who sought to right some of the wrongs their own nation was perpetrating. This book represents a strong argument against legalization of addictive drugs, a topic being discussed today in the United States as a solution to the societal problems our own drug use has caused.

An important but neglected history.
By David Marshall
History is often sanitized for the secular public. One part of that sanitization is the down-playing of the impact reformist Christianity had around the world in the 19th Century, not only on the social mores of the West (slavery, prostitution, etc.) but really to the ends of the earth. An article on feminist reforms in China need make no mention of Christian missions. (Never mind that the great Chinese scholar Hu Shi admitted that missionaries "taught us . . . to look at women as people.") You can read of reform movements in Hinduism without learning what spiritual influence it was that caused such movements to spring up at that particular moment.
This is a secret that historians don't usually let out: that Christian missions changed the world in the 19th Century.
Kathleen Ludwick's book is an important and unusual contribution to the social history of our times. Ludwick portrays the competition between two groups of foreigners in China, both of whom (as the Chinese scholar Lin Yutang put it) no doubt thought the other mad: businessmen, who came to China to enrich themselves at the expense of the Chinese by selling opium, and Christian missionaries, who came to save the souls of the Chinese, and help them in any other way as well if possible. She argues: "More than any other group at the turn of the 20th Century, the Protestant missionaries in China truly understood the nature of opium addiction and had the courage to pursue their campaign against the drug until they finally convinced others of the correctness of their position." Many of the missionaries involved were of course doctors, though she shows that on this issue, at any rate, missionaries found a remarkable degree of harmony and agreement among themselves, even such different spirits as Hudson Taylor and James Legge. She also gives some details of the arguments by which the British government (with, of course, help from the respectable drug dealers themselves) justified ruining millions of lives. This book is full of details, some of them quite interesting, others a little dry by now. The author's tone is fairly even-handed, though she is not so "scholarly" that she is afraid to take sides in such a clear-cut battle between right and wrong.
This volume presents a small part of a tremendously important historical narrative, and thus belongs in any college library. Chinese who have grown up hearing from their government about how closely the missionaries were implicated in imperialism, might especially find it worth reading. I also recommend it to Christians who are involved in similiar prophetic acts of social justice today, helping drug addicts or opposing abortion, who are looking for encouragement....

God and Evolution: Fundamental Questions of Christian Evolutionism, by Jozef Zycinki

Written by Archbishop Józef Å»yciÅ„ski of Lublin, this book offers an important and insightful examination of the basic philosophical questions involved in the relation between evolutionary theory and the Christian religion. It is made more valuable by its serious study of Pope John Paul II's message about evolution issued in 1996.

The book begins with a discussion of the biological and metaphysical aspects of Darwin's own conception of evolution. It goes on to reject two versions of "fundamentalism"―the Christian anti-evolutionism of authors such as Phillip Johnson and the anti-Christian scientism of authors such as Richard Dawkins―and to explore the possibility of a dialogue between evolution and Christian thought from the perspective of Pope John Paul II.

Next, Życiński calls into question the classical opposition between the teleological and the causal interpretation of evolutionary processes. He attempts to overcome that opposition by reliance on the concepts of supervenience and an evolutionary attractor. In this way, he proposes a new approach in which teleological anthropomorphisms as well as reductionist metaphors are avoided.

The author then presents a theology of nature in which particular attention is given to the immanence of God and to Divine kenosis. Finally, the book offers a theological anthropology, including chapters on the harmonization of paleontology and theological anthropology, the limits of sociobiology, and original sin in relation to scientific knowledge of the human person.

"Å»yciÅ„ski has written an original and valuable theology of evolution. It is significant that a respected Catholic bishop embraces evolution with such enthusiasm and interprets it in such a sophisticated and appealing way."―John F. Haught, Georgetown University

ABOUT THE AUTHOR:

Józef Å»yciÅ„ski is Archbishop of Lublin, Poland. Kenneth W. Kemp is associate professor of philosophy at the University of St. Thomas. Zuzanna MaÅ›lanka is a graduate student at the Catholic University of Lublin.

PRAISE FOR THE BOOK:

"In this significant contribution to the contemporary dialogue between religion and science, the archbishop of Lublin, Poland, himself a renowned philosopher of science, builds a case for Christian evolutionism. . . . The author's familiarity with contemporary views of Protestant and Catholic theologians and evolutionary scientists gives this volume added authority. Anyone interested in the topic will profit from reading this work. Summing up: Recommended." ― S.C. Pearson, Choice

"Zycinski draws on new insights in physics and philosophy. . . . Zycinski offers a genuine alternative to contemporary theologies of nature and evolution. It is grounded in a real engagement with science, while it challenges the philosophical assumptions of science. By taking into account human suffering, Zycinski may have actually achieved a truly new direction for a theology of evolution, a notion of a divinely immanent drama that issues forth a mysterious beauty. . . . [Zycinski offers] a profound insight in a field awash with simplistic and tired interpretations." ― Alejandro Garcia-Rivera, Theological Studies

"God and Evolution constitutes a learned academic study laced with numerous references to the relevant literature. . . . [T]he book contains a host of trenchant and moving passages, and readers will find Zycinski's speculations to be a rich source of intellectual stimulation. God and Evolution is an important contribution to the contemporary debate surrounding the relation between theological faith and modern scientific rationality." ― Peter A. Pagan, National Catholic Bioethics Quarterly

Archbishop Zycinski exhibits a “hermeneutic of continuity” by reconciling scientific reason with faithful theology
By C. S. Morrissey
This superb book shows how faith and reason need not be set in opposition to one another.

Science, with its discovery of evolution, positively enriches theology. The study of nature improves our knowledge of God.

Archbishop Zycinski argues that both Christian anti-evolutionism and anti-Christian scientism are each regrettable fundamentalisms. The Archbishop rejects both extremes.

Evolution is a joke that is forced on us in school.
By Chris
This book was just too wordy. The topic is very easy to understand and the facts are there for anyone who wants to search for the truth. This book could do it a lot simpler than it did. I wasn't impressed.

The Philosophy of Science Fiction Film (Philosophy Of Popular Culture), by Steven Sanders

The science fiction genre maintains a remarkable hold on the imagination and enthusiasm of the filmgoing public, captivating large audiences worldwide and garnering ever-larger profits. Science fiction films entertain the possibility of time travel and extraterrestrial visitation and imaginatively transport us to worlds transformed by modern science and technology. They also provide a medium through which questions about personal identity, moral agency, artificial consciousness, and other categories of experience can be addressed. In The Philosophy of Science Fiction Film, distinguished authors explore the storylines, conflicts, and themes of fifteen science fiction film classics, from Metropolis to The Matrix. Editor Steven M. Sanders and a group of outstanding scholars in philosophy, film studies, and other fields raise science fiction film criticism to a new level by penetrating the surface of the films to expose the underlying philosophical arguments, ethical perspectives, and metaphysical views. Sanders's introduction presents an overview and evaluation of each essay and poses questions for readers to consider as they think about the films under discussion. The first section, "Enigmas of Identity and Agency," deals with the nature of humanity as it is portrayed in Blade Runner, Dark City, Frankenstein, Invasion of the Body Snatchers, and Total Recall. In the second section, "Extraterrestrial Visitation, Time Travel, and Artificial Intelligence," contributors discuss 2001: A Space Odyssey, The Terminator, 12 Monkeys, and The Day the Earth Stood Still and analyze the challenges of artificial intelligence, the paradoxes of time travel, and the ethics of war. The final section, "Brave Newer World: Science Fiction Futurism," looks at visions of the future in Metropolis, The Matrix, Alphaville, and screen adaptations of George Orwell's 1984.

From the Inside Flap

From Metropolis (1927) to The Matrix (1999), science fiction films have captivated audiences worldwide for more than seven decades. In recent years, philosophers have turned their eyes towards the same screen, attracted by the salient storylines, conflicts, and themes nestled amongst the new technologically and time altered landscapes. They have discovered that science fiction films offer more than an imaginative escape from the real world -- they also provide a rich medium through which to address issues of identity, consciousness, agency, space, time, causality, and other categories of experience.

Editor Steven M. Sanders argues that the appeal of science fiction films has led to a proliferation of misguided interpretations and weak arguments in the film criticism of the genre. The Philosophy of Science Fiction Film aims to restore integrity to science fiction film criticism by penetrating the surface of the films in order to unearth the presupposed philosophical arguments, ethical perspectives, and metaphysical views that underlie them.

The first section, "Enigmas of Identity and Agency" treats issues of identity, moral agency, and the meaning of being human in films such as Total Recall (1990), Blade Runner (1982), and Invasion of the Body Snatchers (1956). In the second part, "Extraterrestrial Visitation, Time Travel, and Artificial Intelligence," contributors dissect such films as 2001: A Space Odyssey, The Terminator, and The Day the Earth Stood Still to examine the implications of new technology on civilization, the paradoxes surrounding artificial intelligence, and the possibilities offered by time travel. The final section, "Braver New World: Science Fiction Futurism" looks at Metropolis, The Matrix, Alphaville, and screen adaptations of Orwell's 1984 to analyze our visions of the future and humans' role in it.

The Philosophy of Science Fiction Film highlights the interconnectivity of the science fiction genre and philosophy. The contributing philosophers, film critics, and scholars highlight the relationship between philosophy and science fiction film, offering original philosophical perspectives on the logical possibility and paradoxes of personal identity, the nature of consciousness and artificial intelligence, time travel, encounters with extraterrestrials, and transformations of the future.

The Philosophy of the Improbable: An Exhilarating Journey
By bluejazz
When I began reading this book, I must admit that I was a bit hesitant about my own ability to be able to understand and appreciate its many nuances. And frankly, I was also a little suspicious of its intent, given the plethora of "Philosophy of ...[you name it]" books that have been appearing on the philosophy and popular culture shelves of bookstores everywhere in the last few years.

However, I plunged ahead. What I found was a tremendously varied and insightful volume that turned out to be both stimulating and enjoyable. Best of all, one does not have to be a philosopher or a hard-core science-fiction film buff to find Steven M. Sanders' volume so fulfilling.

Also, what sets this volume apart from other philosophy and popular culture texts I've perused is its immense readability. Editor/author Sanders has compiled a roster of contributors that present new and stimulating ideas about the relationship of philosophy and the science fiction film, in the most enlivening and comprehensible ways. The writing here is clear and insightful. Sanders' own introduction, as well as his essay on interpreting the concept of paranoia in the 1956 film, "Invasion of the Body Snatchers," is both illuminating and memorable.

Each essay takes a different science fiction film and holds it under a philosophical looking glass. After reading this book, I rented some of the films being discussed, and sure enough, I was afforded some new ways of looking at each film, even those I've seen many times over the years.

The University of Kentucky Press has given us a sure-fire winner of a book, and I recommend it without hesitation.

Adding new life to the subject
By Armchair Interviews
The editor of this book, Steven M. Sanders, is Prof. Emeritus of Philosophy at Bridgewater State College, Mass.

This book breathes new life into some old doctrines. It is part of a series on the Philosophy of Popular Culture which takes a deeper look at some of the things we watch and enjoy.

Science fiction has always intrigued audiences, whether it predicts a titillating future or a dark one, and here the editor has collected essays from 13 other noted scholars, who look into popular films like "Blade Runner" and "Dark City," You'll recognize science fiction films new and old in here: "Total Recall, Metropolis," "Invasion of the Body Snatchers" and "The Terminator"--to name a few.

The discussions range from searching the films with questions about what it means to be human, and what is the self and how do we identify ourselves as individuals?- to technology and ethics, and even paradoxes of time travel, in such films as "The Terminator" and "12 Monkeys." These classic questions of ancient philosophy are wood for the fires of the new philosophies like existentialism and nihilism--which find science fiction film a great source for speculation.

That this book exists at all is a joy to me, who has heard the science fiction genre dismissed as irrelevant and not applicable to modern life--even when it was most of modern life which the genre predicted! I know a few critics who could stand to read it immediately.

I can recommend this book to philosophy students and their teachers, along with the rest of us who are still searching to answers to the mystery of humanity and its place in the cosmos.

Armchair Interviews agrees.

Real Cooking for Everyday Cooks
By Jan Ferguson
I have an entire shelf of cookbooks, but most rarely get used. Maggie's cookbook is totally different. The day I got my copy, I spent a couple of hours just reading. Maggie weaves personal stories, cooking tips, and interesting Kentucky information all together in a way that has gotten me excited about cooking again. The format allows me to move through an entire year month by month focusing on fresh produce. I really like the way recipes are divided up seasonally. Maggie makes it easy to put together a great meal. I have already fixed three recipes successfully. You don't have to be Julia Child to fix great meals! This is also a great book to get the whole family involved in the kitchen. The tradition of the family dinner needs to be rekindled and this cookbook is a good start!

Cooking Fresh
By Judith Dezarn
I was familiar with the Cookbook as I went to a Seminar on cooking fresh and buying fresh at Farmer's Markets, so I had met the author and she actually
demonstrated a recipe called Beer Cheese, her version.. I love the book, "THE KENTUCKY FRESH COOKBOOK" and would recommend it if you really like cooking fresh and learning more about the ingredients you use.. For example I wasn't aware that Kosher Salt blends better even though it is coarse.. Well I am happy with my purchase and I am happy with the price I got it for on Amazon, I saved $9. even after shipping and handling...

A Great Cookbook from an Author/Publisher Unknown to Me
By CPG: The A Team
The Kentucky Fresh Cookbook was a great find/purchase for me. It includes 200+ interesting, "easy to use" recipes, is organized so that the recipes are presented by months/seasons/holidays, contains "A Calendar of Menus" that include menus for holiday meals ("A Christmas Dinner, Kentucky Style") and emphasizes fresh ingredients. It also includes a variety of recipes popular in Kentucky that involve ingredients and traditions from/of this state.

Already, my wife and I have tried two recipes from the book. We greatly enjoyed "Shaker Pumpkin Muffins" and "Sweet Potato Vegetable Soup." Other recipes for us to try include "Winter Wheat Berry Salad," "Kentucky Cornbread Strata," and "Butternut Squash and Chickpea Stew." Based on the two recipes we've tried and our successes with them, I highly recommend this cookbook to others.

The Mind of Empire: China's History and Modern Foreign Relations (Asia in the New Millennium), by Christopher A. Ford

With an economy and population that dwarf most industrialized nations, China is emerging as a twenty-first-century global superpower. Even though China is an international leader in modern business and technology, its ancient history exerts a powerful force on its foreign policy. In The Mind of Empire: China's History and Modern Foreign Relations, Christopher A. Ford expertly traces China's self-image and its role in the world order from the age of Confucius to today. Ford argues that despite its exposure to and experience of the modern world, China is still strongly influenced by a hierarchical view of political order and is only comfortable with foreign relationships that reinforce its self-perception of political and moral supremacy.

Recounting how this attitude has clashed with the Western notion of separate and coequal state sovereignty, Ford speculates―and offers a warning―about how China's legacy will continue to shape its foreign relations. Ford examines major themes in China's conception of domestic and global political order, sketches key historical precedents, compares Chinese ideas to the tradition of Western international law, and outlines the remarkable continuity of China's Sinocentrism. Artfully weaving historical, philosophical, religious, and cultural analysis into a cohesive study of the Chinese worldview and explaining its relevance, Ford offers a unique perspective of modern China.

Review
"With impressive zeal [Ford] works his way through the canon of Chinese political philosophy, digesting not only Confucius and his heirs but also the Legalists (who shared the Great Sage's belief in the primacy of the state while ruthlessly discarding his insistence on virtue), the highly influential 'manuals of war and statecraft' known as the bingjia, and even a few Taoists for good measure...China may not be on a road to Jeffersonian democracy, but the Party has a great deal of adapting ahead of it if it intends to maintain control. China is changing the world, but it is changing itself even more, and we should expect plenty of surprises along the way."―The New York Review of Books

"Christopher Ford tells us in The Mind of the Empire how chairman Mao gradually transformed himself in the minds of the people of Communist China from a great revolutionary hero into a false god and political messiah."―The Christian News

"Considers how history and Confucian notions of order and hierarchy shape China's foreign relations."―The Chronicle Review

"Christopher Ford tells us in The Mind of Empire how Chairman Mao gradually transformed himself in the minds of the people of Communist China from a great revolutionary hero into a false god and political messiah."―Christian News

"Seeks to explicate what [Ford] sees as key differences in the Chinese and Western normative understandings of international order; how they have shaped China's relations with the rest of the world, particularly Western Europe and the United States; and implications for the future."―Book News Inc.

"Writing primarily for Western policy-makers and the interested general audience, Ford seeks to explicate what he sees as key differences in the Chinese and Western normative understandings of international order."―Book News Inc.

"Ford's reading of Confucius is both shrewd and instructive, with implications for contemporary policymakers. China may currently be governed by a hybrid of entrepreneurial capitalism and rigid central control―the world's largest fascist state, strictly speaking―but its ruling principles and aspirations remain grounded in Confucian thought...The Mind of Empire is an ideal guidebook for contending with the People's Republic: a scholarly analysis of Chinese history written with considerable authority and flair, and a sobering account of what dealing with Chinese power and ambition means to us―and, especially, to them."―The Weekly Standard

"A much-needed and an erudite contextualization... [this book] will benefit immensely those interested in the history and strategic culture of China's foreign policy."―The China Quarterly

"Not since John King Fairbank's 1968 edited volume The Chinese World Order, has there been a single volume published that so effectively encapsulates centuries of China's traditional worldviews (plural) and its practices of statecraft. Ford's study is fluidly and engagingly written, making dense history and philosophy both accessible to non-historians and relevant to current concerns...the book should become standard reading for all courses on Chinese foreign policy."―David Shambaugh, Journal of Chinese Political Science

From the Inside Flap

In the last century, no other nation has grown and transformed itself with such zeal as China. With a booming economy, a formidable military, and a rapidly expanding population, China is emerging as a twenty-first-century global superpower. China's prosperity has increased dramatically in the last two decades, propelling the nation to a prominent position in the international community. Yet China's ancient history still informs and shapes its understanding of itself in relation to the world. As a highly developed and modern nation, China is something of a paradox.

Though China is an international leader in modern business and technology, its past remains a source of guiding principles for the nation's foreign policy. In The Mind of Empire: China's History and Modern Foreign Relations, Christopher A. Ford demonstrates how China's historical awareness shapes its objectives and how the resulting national consciousness continues to influence the country's policymaking. Despite its increasing prominence among modern, developed nations, China continues to seek guidance from a past characterized by Confucian notions of hierarchical political order and a "moral geography" that places China at the center of the civilized world.

The Mind of Empire describes how these attitudes have clashed with traditional Western ideals of sovereignty and international law. Ford speculates about how China's legacy may continue to shape its foreign relations and offers a warning about the potential global consequences. He examines major themes in China's conception of domestic and global political order, describes key historical precedents, and outlines the remarkable continuity of China's Sinocentric stance. Expertly synthesizing historical, philosophical, religious, and cultural analysis into a cohesive study of the Chinese worldview, Ford offers revealing insights into modern China.

The Mind of Empire tracks China's astonishing development within the framework of a national ideology that is intrinsically linked to the distant past. Ford's perspective is both pertinent and prescient at a time when China is expanding into new areas of power, both economically and militarily. As China's power and influence continue to grow, its reliance on ancient philosophies and political systems will shape its approach to foreign policy in idiosyncratic and, perhaps, highly problematic ways.

The Fallacies of Cold War Deterrence and a New Direction, by Keith B. Payne

In 1938, Prime Minister Neville Chamberlain hoped that a policy of appeasement would satisfy Adolf Hitler's territorial appetite and structured British policy accordingly. This plan was a failure, chiefly because Hitler was not a statesman who would ultimately conform to familiar norms. Chamberlain's policy was doomed because he had greatly misjudged Hitler's basic beliefs and thus his behavior. U.S. Cold War nuclear deterrence policy was similarly based on the confident but questionable assumption that Soviet leaders would be rational by Washington's standards; they would behave reasonably when presented with nuclear threats. The United States assumed that any sane challenger would be deterred from severe provocations because not to do so would be foolish. Keith B. Payne addresses the question of whether this line of reasoning is adequate for the post-Cold War period. By analyzing past situations and a plausible future scenario, a U.S.-Chinese crisis over Taiwan, he proposes that American policymakers move away from the assumption that all our opponents are comfortably predictable by the standards of our own culture. In order to avoid unexpected and possibly disastrous failures of deterrence, he argues, we should closely examine particular opponents' culture and beliefs in order to better anticipate their likely responses to U.S. deterrence threats.

Review
"Payne is so persuasive that readers will cringe, ever after, when they encounter categorical statements such as 'the exact same kinds of nuclear deterrence that have always worked will continue to work.'"―Air and Space Power

"Not many books have the potential to make the difference between war and peace: Keith Payne's latest expedition into deterrence country is one such."―Colin S. Gray

"So many different communities of scholars and policymakers should read Keith Payne's bracing and sensible new book that it's difficult to know where to begin sending copies."―H-NET Book Review

"Offers a more comprehensive and empirical methodology for formulating U.S. deterrence postures."―Military Review

"An essential text for understanding the reasoning behind the administration's push for missile defense. (Asked whom to talk to about the current state of deterrence theory, one nuclear expert quipped, 'If you talked to Keith Payne, you've talked to everyone.')."―National Review

"Cogently and carefully charts a fresh path through the badly overgrown and cluttered thicket of modern strategic thinking."―R. James Woolsey

"Payne offers an interesting empirically-based methodology in an attempt to make deterrence a more viable policy than it has been heretofore."―Virginia Quarterly Review

"Payne forces the reader to recognize how much of America's thinking about military strategy is trapped in the categories of Cold War 'deterrence theory.' His fascinating book, filled with excellent material and provocative argument, offers both a strong academic contribution and much policy relevant analysis. Happily, it is well written, highly accessible."―William E. Odom

Incomplete Critique
By Retired Reader
The U.S. prosecution of the Cold War was based on the strategy of containment which was designed to prevent the further expansion of international Communism. Essentially the U.S. and its allies wished to maintain the status quo as it existed in the immediate post-WWII period. The doctrine of deterrence (or mutual deterrence to be precise) was a key component of this containment strategy. Payne argues that this doctrine was based on dangerously incorrect premises.

The doctrine of mutual deterrence was in part a response to the terrible destructiveness of nuclear weapons. The doctrine was predicated on the premise that faced with destructive power of nuclear weapons no rational leader would opt for war. As this book makes abundantly clear there is no empirical basis for this premise. Human behavior is enormously complex and Payne argues that unless both sides have the same definition of rational behavior, mutual deterrence simply will not work. He notes that U.S. strategists assumed that the behavior and thinking of Communist leaders would mirror the U.S. approaches to nuclear war. This Payne notes was wrong. The availability of information since the collapse of the Soviet Union demonstrates that the Communist Leadership had a very different understanding of acceptable damage and rational responses than the U.S. did. He points out that as the Cold War developed the U.S. crated a doctrine of mutual deterrence based on developing accurate counts of the number and type of nuclear weapons possessed by each side. This method reached its logical absurdity, of course, under Robert McNamara and the ultimate deterrence doctrine of Mutually Assured Destruction (MAD). MAD was based entirely on weapon counting and evaluation without any reference to human (leadership) factors and so was in effect irrelevant.

The thesis of this book is that deterrence is effective if, and only if, it is based on a through knowledge of culture, ideologies and personalities of the leadership aggregate that is to be deterred. Payne correctly argues that military decision making is often based on non-empirical factors and is seldom entirely governed by a rational review of military strengths and weaknesses.

Payne is not ready to give up on the concept of deterrence however; he rather wants to build deterrent strategies that reflect actual knowledge of the subjects to be deterred. He does not believe that analysis of arsenals alone can be the basis for a real deterrent strategy. As far as he goes he is right. But one has to ask what about other factors that might affect a nation's strategic choices? Specifically what of the growing 21st Century phenomenon of international economic interdependence and the telecommunications revolution of the Global Network? Both have to be factors in national decision making processes, whether rational or irrational.

Great book to understand post Cold War challenges
By Amazon Customer
Keith Payne is an excellent policy expert on nuclear matters. He writes very clearly about a complex situation. His connection of deterrence to past historical events is useful to understand. His proposal on new ways to think about deterrence in the 2nd nuclear age are very thought provoking
